The 76th Session of the WCO Policy Commission was held in Moscow, December 5 – 7, 2016



The session was chaired for the first time by the representative of Russia. Ruslan Davydov, the Deputy Head of the Russian FCS, was elected to the position of the WCO Council Chairman in July 2016.




The World Customs Organization unites 180 countries that collectively process 98 % of the global trade. The Policy Commission was attended by the representatives of the 30 world leading customs administrations, belonging to the governing bodies of this influential international organization.
The gathered audience was welcomed by Igor Shuvalov, the First Deputy Prime Minister of the Russian Federation. The opening speeches were also delivered by Vladimir Bulavin, Head of the Russian FCS, and Kunio Mikuriya, the Secretary General of the World Customs Organization.
The students of the Faculty of Customs actively facilitated the management of the event, assisted the foreign delegates in solving the organizational issues. Heads of the FCS and the Session attendees thanked in their reports the Academy students for hospitality and tolerance.




During the three days of plenary sessions and workgroups the issues actual for the world customs services were discussed. The main points were the control over the globally growing internet trade, interaction with tax authorities, the newest technologies of customs control, fighting the illegal transfer of funds, smuggling and counterfeiting.
