V.B. Bobkov Saint-Petersburg branch of the Academy was established on the 15th of August 1994 on the basis of the Northwestern branch of the Institute of the qualification improvement and retraining of the customs authorities’ specialists of the Russian State Customs Committee (1993−1994). In its turn this Institute was the successor of Saint-Petersburg zonal courses (1990−1993).
Today Saint-Petersburg branch of the Academy is the leading northwestern educational and methodological, scientific and information training center of the highly qualified customs specialists. 
The structure of the branch includes 4 faculties, 16 sub-departments and 18 subdivisions that provide scientific, training, educational, administrative and economic activities. 
Educational activity implements the higher educational programs of the full-time, correspondence and part-time forms of training at the following faculties:
  • Faculty of Customs– Specialist Degree Program in “Customs”;
  • Faculty of Economics – Bachelor and Master Degree Programs in “Management” and “Economy”;
  • Faculty of Law – Bachelor and Master Degree Programs in “Law”.
The Faculty of Qualification Improvement implements the additional professional educational programs (training, retraining and qualification improvement) for the customs officers of the Russian Federation and the foreign countries.
The teaching staff of the branch widely uses the interactive methods and innovative technologies in the students training and knowledge monitoring. The software products, legal-reference systems, information databases, a set of the automated tools of the Academy educational process, special software (simulation complex and adaptive automated simulators) are implemented in the training process. 
According to the strategic development directions of the Federal Customs Service and the Russian professional educational system the research activity of the branch is aimed at acquiring new knowledge in the customs affairs field and the scientific fields related to it by conducting various researches in the interest of the customs personnel training and customs authorities development. 
The teaching staff of the branch is highly qualified. Currently 8 advanced doctors of science and 65 PhD work at the branch. The fundamental and applied research works (RW) are performed every year. The scientific achievements are published as the monographs, textbooks and scientific articles in the Russian and foreign issues. 
The students are actively involved in researching to develop their scientific potential. The research work of the students is performed in the framework of the Scientific Student Society, in the Sociological Research Laboratory at the Research Department, in the “Club of the information talents” at the Laboratory of the innovative educational technology and also in 20 student scientific clubs. Such scientific events as the conferences of different levels, workshops, “round tables”, competitions, contests are held to increase the scientific activity efficiency. 
Traditionally the branch organizes the national scientific conference “Customs Reading” in the framework of the annual “Week of Science”. The conference is held with the participation of the foreign representatives. 
The special attention is paid to the publishing of scientific papers. 
Since 1996 the branch has been publishing the scientific practical journal “Scientific notes of V.B. Bobkov Saint-Petersburg branch of Russian Customs Academy”. It is registered and indexed in the Russian Science Citation Index. “The Newsletter of Saint-Petersburg branch of the Academy” is published as the appendix to the scientific practical journal.
The branch also publishes the proceedings of the research conferences, the scientific periodical magazine “Research papers of V.B. Bobkov Saint-Petersburg branch of the Russian Customs Academy”, collections of student scientific papers, reference and bibliographic issues, scientific manuals. 
The branch provides access to the information data via wide using of legal assistance systems “Consultant Plus” and “Garant”, electronic library systems “IPRbooks”, “”, publishing houses “Trinity bridge”, “Urait”, database “”.
The international activity of the branch is implemented in the following areas: 
  • holding events according to the “Agreement on the voluntary contribution of the Russian Federation to the IAEA Fund of the Physical Nuclear Security”; 
  • holding events according to the “Memorandum of Cooperation between the Russian Customs Academy and the National Academy of Customs, Excise and Narcotics of the Indian Republic (NACEN)”; 
  • participation in the WCO Committees and Sub-Committees and organizing regional workshops at the Saint-Petersburg branch according to the “Memorandum of cooperation between the World Customs Organization and the Russian Federal Customs Service”; 
  • cooperation with the representatives of the foreign customs services in Russia, diplomatic missions of the foreign countries in Russia, the Interparliamentary Assembly of the CIS member countries; 
  • training  of the foreign citizens on the higher educational programs and qualification improvement of the foreign customs officers;
  • organization of the annual conferences with the international participation on the basis of the branch;
  • publication of the academic staff scientific papers in the foreign issues; 
  • participation of the branch teaching staff in the scientific conferences held abroad. 
“Club of the International Friendship” was created to strengthen the educational work among Russian and foreign students of the branch, to increase their interest in intercultural communication and to promote tolerance. 
The branch actively works with the representatives of embassies, international and public organizations. Further cooperation and implementation of joint projects in the sphere of experience exchange and customs officers’ training are discussed at working meetings.
The effective system of educational and character building work is established in the branch. The student self-government plays a great role in it. More than 500 students are the members of the clubs and studios of the branch. 
The students of the branch participate and win the interuniversity, international and regional competitions, sports contests and championships. 
The graduates of the branch become the qualified professionals and join the Russian Northwestern Customs Directorate. Many of them serve at the senior executive positions. 




Vladivostok Branch of Russian Customs Academy was founded on 21 December, 1994, on the basis of the Far Eastern Branch Institute for Advanced Proficiency and Retraining Personnel of Customs Authorities of the State Customs Committee (1993−1994), which in turn was the successor of the Far Eastern Regional Courses for freshly employed customs officers of the customs authorities of Siberia and Far East (1990−1993) and Regional Courses for initial training of customs staff of the Far Eastern Regional Customs (1989−1990).


Today Vladivostok Branch of Russian Customs Academy is a leading teaching, learning and research center equipped with unique facilities for training of high-qualified customs specialists in the Russian Far East and Siberia.




The Vladivostok Branch consists of four faculties, 14 chairs and 14 departments to realize research and academic functions. 


The Educational Activity is carried out in compliance with the higher educational programs for full-time and part-time courses at the following faculties:


  • The Faculty of Customs Affairs providing Specialist qualification program in Customs; 
  • The Faculty of Economics providing Bachelor’s and Master’s degree programs in Management and in Economics;
  • The Faculty of Law providing Bachelor’s degree in Law. 



The Faculty of Qualification Improvement offers the educational programs of complementary professional education for training, retraining and advanced training of customs officials of the Russian Federation and foreign states.


The academic staff constantly increases the scope of applying the interactive methods and innovative technologies to teach students and to evaluate their progress. The software programs, legal information systems, information databases and process automation systems, including simulation and adaptive automated training systems are implemented in the educational process of the Russian Customs Academy.


The Scientific work of Vladivostok Branch is of practical application, it is aimed at developing and systematizing knowledge relevant to customs and its adjacent fields. The scientific and academic staff and students regularly participate in scientific events, such as symposiums, conferences and seminars, including the international ones.


The scientific body of the Branch consists of 10 Grand PhD holders, 59 PhD holders, holders of master’s degrees, postgraduate students, as well as degree-seeking students. The academic staff of the branch includes members of the Russian Academy of Natural Sciences, Academy of Engineering Sciences, Russian Academy of Social Sciences, Academy of Political Science. The employees of the Vladivostok Branch possess national and departmental awards and honorary degrees.


The Vladivostok branch widely uses ScienceIndex and Antiplagiat systems to provide complete coverage and correct estimation of academic publications activities and the high authenticity of research works. Using these systems contributes to raising the quality and the effectiveness of educational and scientific activities.


Since October 1997 the Branch has been editing the scientific journal “Customs policy of Russia in the Far East” which is currently available on, it is indexed by the data base of the Russian Science Citation Index. The publication includes research, argumentative, theoretical and practical scientific papers on topical issues of education and key trends of customs activities in the Far East, legislating in the field of the customs policy, foreign economic activities, international relations, history of customs, as well as the relevant information from the Far East Customs Administration.


The free access to the required information data is provided by law e-systems, such as ConsultantPlus, Garant, Code, Konkurent, ‘Vashe Pravo’, as well as by library e-systems such as IPRbooks, KnigaFond, I-books, dissertation base of the Russian State Library, recourses of Elsevier Publishing House, SciVerse Scopus.


The International Activity is aimed at:


  • providing foreign citizens with educational programs of higher education;
  • collaborating in training and retraining of customs officers within the Shanghai Cooperation Organization and Memorandum between the Federal Customs Service of Russia and General Customs Service of People’s Republic of China;
  • arranging events within the framework of the Agreement on a voluntary contribution to the IAEA's Nuclear Security Fund;
  • collaborating with academic institutions – members of the International Network of Customs Universities (INCU);
  • participating in the Program of Partnerships in Customs Academic Research and Development (PICARD);
  • research and development work and its implementation at the international conferences and other events;
  • interacting within the World Customs Organization in compliance of the Memorandum between the World Customs Organization and Federal Customs Service of Russia.



Vladivostok Branch has long-standing business partnerships with the World Wildlife Fund (WWF) and Russian Mission for Wild Trade Monitoring Program of TRAFFIC (Trade Records Analysis of Flora and Fauna in Commerce).


To promote education services in international markets the Vladivostok Branch actively participates in the APEC conferences on shaping academic mobility in the region, annually arranged by the Ministry of Education and Science of the Russian Federation with the support of the Ministry of Foreign Affairs and Ministry of Economic Development of the Russian Federation.


Social and Educational Work is aimed at developing and forming students as decent citizens and patriots of high moral values and personal qualities, responsibility and competence, able to ensure the economic security of the state.


The Vladivostok Branch undergraduates are the participants and winners of various international and regional contests, sports competitions and championships. The Vladivostok Branch student voluntary contribution to organization and creation of business environment during the APEC‒2012 summit, international scientific conferences, the XXII Olympics and Paralympics and Kazan Universiade is acknowledged and appreciated by the federal and regional authorities.


Today the graduates of the branch are among the customs officials of central and regional customs authorities.




Rostov branch of Russian Customs Academy was founded on the 30th of June, 1995 according to the Order of the Russian State Customs Committee. The Rostov branch consists of 4 faculties, 15 chairs and 12 sub-divisions. 





The Faculty of Economics was founded in 1995. The first 30 students of the full-time course graduated in June 2001. About 50% of them graduated with honors. These talented graduates have founded many of the faculty traditions, such as participation in clubs, annual educational competitions, training and scientific conferences. 


The Faculty trains highly qualified specialists, bachelors, masters in economy and management, possessing fundamental theoretical knowledge and practical skills, which makes them competitive professionals in the labor market.


The Faculty of Law was established in 1995. The first professional lawyers graduated in 2001.


The qualitatively streamlined educational process contributes to the formation of the expert lawyers. It includes annual practice in the divisions of the Southern Customs Administration and also in other law enforcement authorities of the Southern Federal District.


The Legal Clinic successfully operates on the basis of the Faculty of Law. It provides such legal assistance as consultations, preparation of claims, cassation appeals in the exercise of supervisory powers, representation of clients’ interests in the state authorities according to the Russian legislation.


The Faculty of Customs Affairs was established in June 1998. The first students graduated in 2003. All graduates were the customs officers.


The Faculty trains customs specialists who are able to conduct the customs procedures and operate with the commodity nomenclature of the foreign economic activity, collect customs payments; realize customs control and maintain customs statistics and fulfill other duties.


During the educational process great attention is paid to teaching students the skills of using technical equipment and information technologies of the customs control.


The Faculty of Qualification Improvement was established in 1995. The functions of the Faculty are professional retraining, qualification improvement, initial training of the customs officers. More than 20 thousand people were trained for the period of its activity. The specialists are trained in all customs activities: customs technologies, customs procedures, law enforcement, cynological support, customs revenue, operation of inspection systems and others.


EDUCATIONAL WORK is aimed at training students as morally pure, responsible, initiative, reputable citizens and patriots who are able to protect the economic interests of the country.


A sufficiently effective system of the student self-government was formed at the branch. The Student Council of the branch initiates and organizes many public events. Students’ creative activity was noted in the appreciation letters and prizes of Rostov-on-Don and Rostov region’s Administration. 



One of the branch’s priorities is the scientific work. It is integrated into the training process and aimed at its improvement. The student research laboratories conduct researches in different areas. The list of laboratories includes the laboratory of the information customs technologies, the laboratory of the risk management and prediction, the laboratory of the customs control innovative technologies, the laboratory of researching and customs examination of goods.


The scientific results of the applied research of teachers and students are put into practice of the customs authorities at the Russian South. They are exhibited at the specialized regional and international exhibitions. 


INTERNATIONAL ACTIVITY of the branch is carried out in the following areas:


  • training of the foreign citizens on higher education programs; 
  • organizing events according to the Agreement on the voluntary contribution of the Russian Federation to the IAEA Fund of the Physical Nuclear Security;
  • cooperation with the educational institutions, members of the International Network of the Customs Universities (INCU); 
  • participation in the WCO Program of the Partnership in the customs academic research and development (PICARD);
  • cooperation with the WCO according to the Memorandum of cooperation between the WCO and the Russian Federal Customs Service. 



Today the Rostov branch is the united scientific-educational complex that is oriented on the modern international educational standards. In 2012 the Rostov branch became the member of the Bologna Club and committed itself to the effective implementation of the main Bologna Declaration provisions into the educational process.
