The Institute of Distance Education, Retraining and Qualification Improvement is the main structural subdivision of the Academy that provides the supplementary professional programs of qualification improvement and retraining for customs officers.

Its predecessor, the Institute of qualification improvement and retraining of the customs authorities’ specialists was established on the 2nd of January 1989 according to the Order № 89 of the General Administration of the State Customs Committee at the USSR Council of Ministers. In 1993 the Institute became the structural subdivision of the recently established Russian Customs Academy. In March 2007 it was renamed into the Institute of Distance Education, Retraining and Qualification Improvement.

The Institute significantly contributes to the up-to-date professional competence of the Russian and foreign customs authorities. More than 63 000 customs officers improved their qualification and were retrained in the Institute from 1991 to June 2016. Over 24 000 people were trained on the job using distance education technologies from 2006 to 2016.

 

The main tasks of the Institute are:

 

  • Realizing education programs for the customs officers;
  • Providing education and methodological support of the supplementary professional programs of qualification improvement and professional retraining of the customs officers;
  • Introduction of the innovative educational and information technologies in the training process;
  • Cooperation with the training departments of the regional and specialized customs administrations, customs directly subordinated to the Russian FCS to improve the quality of the educational programs.

 

 

Institute of Distance Education, Retraining and Qualification Improvement provides the following supplementary professional programs:

  • professional retraining programs  for Russian state civil officials (over 500 academic hours), for other categories of trainees (over 250 academic hours). Upon graduation the certificate proving the right to carry out the professional activity in the field of customs is awarded;
  • qualification improvement programs for Russian state civil officials (16-500 academic hours), for other categories of trainees (16 – 250 academic hours) that award the certificate in the end of the courses. 

 

Training in the Institute is both intramural (off-job training), and extramural (on-the-job training).

 

The required high quality education level is provided by the teaching staff of the Academy and the practitioners of Russian customs authorities. The programs also include training courses given by the customs officers from the profile departments of Russian Federal Customs Service’s Central Office.

 

Great attention is paid to the practical component of the supplementary professional programs. The Institute programs actively use interactive training forms and methods during education.

 

The Institute provides high quality lectures, practical studies, trainings. The programs include internships in the Russian Federal Customs Service and the customs authorities. The practical skills required for the job functions of the customs administrative and inspection positions are practiced during the seminars, often held at the departments of the Russian Federal Customs Service’s Central Office. The education process widely utilizes such exercises like business training games, “round table”, webinars, video lectures and video conferences. 

 

The distance E-Learning programs utilize the digital equipment and software of the Academy and its branches, providing education in full regardless of the students’ location. The Academy campus gives access to Internet, digital libraries and other educational resources, required for the provision of the education programs.

The Institute actively participates in the international activity of the Academy in the field of qualification improvement of the EAEU and SCO customs officers. The teaching staff of the Institute chairs organizes video lectures and videoconferences on the relevant issues of the EAEU customs regulation, takes part in the international conferences and training workshops held by the World Customs Organization. 
 
The Institute regularly attends the meetings with the representatives of the foreign states for exchanging experience and to cooperate in the programs of the qualification improvement and professional retraining of the customs officers.
